Silvia Saucedo's practice focuses on the full spectrum of land use, entitlement, CEQA and administrative law matters before a wide range of regulatory agencies and municipalities, and for all product types including mixed-use, commercial, industrial, retail and residential projects. Silvia also handles a wide variety of redevelopment matters for her clients, including drafting and negotiating disposition and development agreements, owner participation agreements, and exclusive negotiation agreements.
Prior to joining Raines Law Group, Silvia was associated with the law firms of Greenberg Glusker Fields Claman & Machtinger LLP and Allen Matkins Leck Gamble Mallory and Natsis LLP. Silvia is also a former executive for a major real estate development company, where she tackled difficult and sophisticated challenges facing developers in a volatile environment. As a result, she has experienced development from many different angles and brings to her clients a valuable perspective in every step of the planning and approvals process.
In addition, due to Silvia's distinct experience as a policy maker, her clients benefit from her unique perspective on the workings of government. She served as a Commissioner for the Los Angeles Department of Water and Power where she oversaw, managed and set policy for the DWP, the largest municipal utility in the country. Prior to serving on the DWP Commission, Silvia was the youngest person in the history of the City of Los Angeles to be appointed to the Los Angeles Police Commission. During her tenure as a Police Commissioner she managed and formed policy for the LAPD as well as selected Chief William Bratton to lead the department.
Silvia is also the founder and owner of the Saucedo Group, a woman- and minority-owned consulting firm that advises clients respecting all aspects of real estate development, including the entitlement process, strategic planning, project management, land use, sustainability and government relations. As a LEED AP she also advises her clients on the LEED certification process.
Silvia received her B.A., Cum Laude in History from UCLA and earned her J.D. from the University of Washington School of Law. She is the recipient of various awards, including being named as one of the most Influential Women in Real Estate by Real Estate Southern California. She has authored and is quoted in various industry journals.
